these commitments can be scheduled in Hydra. Commitments can
be added at department or resource pool level and cascaded

Assigning tasks to your resources in Hydra
is easy - tasks can be assigned to resources either directly
or by selecting a 'pool' of resources - Hydra will then dynamically
assign the resource who can complete the task the earliest
without overloading any resources. This will help you to quickly
build a project plan which utilises your available resources
in the most efficient manner.

Hydra can use skills for scheduling of tasks.
Each resource can have a set of skills defined, and Hydra can
then automatically assign the task to the person who is available
